In 1990, the Santa Barbara County Solid Waste Local Task Force (LTF) was created. The LTF consists of fourteen (14) voting members and eight (8) non-voting members. These members typically possess knowledge of the solid waste industry, including source reduction, recycling, composting, and environmentally safe landfilling practices.

    • Buellton
    • Carpinteria
    • Goleta
    • Guadalupe
    • Lompoc
    • Santa Barbara
    • Santa Maria
    • Solvang
  • Goleta Sanitary District,
  • Santa Barbara County,
  • Vandenberg Space Force Base,
  • A rotating industry representative from one of the local solid waste haulers operating in Santa Barbara County, and
  • Two community representatives.

The Task Force was formed to address the many growing and multi-faceted issues surrounding solid waste management in Santa Barbara County, and is comprised of stakeholders in the solid waste management field from various groups in Santa Barbara County.

The purpose of the County of Santa Barbara Local Solid Waste Task Force is to assist and provide guidance in the implementation of recommended programs found in the Countywide Integrated Waste Management Plan (CIWMP) as defined by the California Integrated Waste Management Act regulations. The implementation process includes, but is not limited to:

  • Identification of solid waste management issues of countywide or regional concern;
  • Determination of the need for and assist the responsible parties in the implementation of solid waste collection systems, processing facilities, and marketing strategies that can serve more than one local jurisdiction within the region;
  • Promotion and development of multi-jurisdictional arrangements for the marketing of recyclable materials; and
  • Review of each city's Source Reduction and Recycling Element (SRRE) and Non-Disposal Facility Element (NDFE), along with review of all Findings of Conformance (FOC) with the Countywide Integrated Waste Management Plan (CIWMP) for all solid waste operations in Santa Barbara County.

The California Integrated Waste Management Act of 1989 authorizes the formation of the local Task Forces under Article 2, Section 40950.
